The PA Agriculture Ombudsman Program can assist municipalities with an explanation of the Pennsylvania Nutrient Management Program and PA’s Manure Management Plan requirements. These programs both deal with manure and fertilizer on farming operations, but the requirements are different. All agricultural operations in PA are regulated and required to have written management plans, but some operations are held to tighter standards than others, so the written plan requirements are different.
